Sheriff Fields

I was born and raised in Carthage, North Carolina. With over 30 years of law enforcement experience and deep knowledge of state and local government, I have dedicated my life to public service. I started as a volunteer with the Carthage Rescue Squad from 1976 to 1987. I became a Deputy with the Moore County Sheriff's Office from 1983 to 1987. I then left to further my law enforcement career with the North Carolina Highway Patrol. I proudly wore the uniform from 1987 until 2009 when I returned to my roots at the Moore County Sheriff's Office as a Captain. In 2013, I retired as the 3rd highest rank within the Sheriff’s office, Major.

From 1999 to 2009, I served my hometown on the Carthage Town Board, as Town Commissioner and Mayor. I am currently an active member of the Moore County Law Enforcement Officers Association. I am an active member of the Moore County Republican Men’s Club and was a past Precinct Chair of the Carthage Republican Party. My wife Renee and I enjoy time with our four grandchildren and time with friends and family

I emphasize teamwork and integrity within the Sheriff’s Office and demand our office to serve at the highest level in portraying moral and ethical traits. I promise to work tirelessly for the citizens in the attempts to decrease criminal activity and eliminate illegal drugs in Moore County and provide the best of the best.

2018-2021 Accomplishments:

  • Re-established Community Watch Program

  • Completed staffing at the Detention Facility (8) Detention Officers

  • Increased Road Patrol by Four (4) Deputies

  • Added a Telecommunicator position

  • Built the “Monster” Forensic Super-Computer for $5k saving over $8k

  • Increased Forensic Technology to specifically target ICAC (Internet Crimes Against Children) Investigations

  • Upgraded/replaced Livescan equipment (Saved over $10K)

  • Dedicated Personnel to Juvenile Crime Prevention Council

  • Upgraded Communications system in Jail saving families money, generating more money

  • Upgraded the storefront at Animal Services

  • Re-furbished the Old Detention Center (134,928.82) at a fraction of the cost of renovation ($3.92M)

  • Added body-scan equipment in the Detention Center

  • Identified the need and allocated additional personnel to alleviate the backlog of gun permits and concealed carry permits

  • Maintained staffing levels throughout the COVID pandemic by proactive recruitment and effective leadership

  • Minimized COVID within the Detention Center by implementing countermeasures in early March 2020

2022-2026 Goals:

  • To establish a robust K9 program for the detection of narcotics and locating lost or missing people

  • To increase staffing and additional technological advancements in our Forensics Division

  • Upgrade existing personnel management software for additional accountability for assigned equipment, in-service training, continuing education, and an early warning system

  • Establish a clear pathway for potential Deputy applicants to complete BLET while providing them employment in our Detention Center

  • Negotiate a new inmate food services contract to maximize cost efficiency for the service provided

  • Establish a Sheriff’s Response Team training facility to ensure the SRT Team remains proficient in the execution of highly dynamic task assignments

  • Establish a partnership with DPS (Division of Prisons) to utilize unused Detention Annex bed space as a transfer facility between DPS and surrounding counties, generating additional revenue to offset operating costs

  • Expand upon the Community Policing Program and establish additional Community Watch Programs within Moore County
